1. Welcome Remarks
The Chairman, Mr. Yang Shuhong of COSHA, opened the meeting and welcomed committee members and observers.

2. Introduction
2.1 Members introduced themselves.
2.2 Members were invited to go through the agenda and no new items were put forward.

3. Confirmation of E&T Minutes from APOSHO 21, Bali, Indonesia
All members confirmed the meeting minutes of Education & Training Committee held in APOSHO 21 in Bali, Indonesia.

4. Report on Key OSH Education and Training Activities in the Past Year by Committee Members:
4.1 Australia - The NSCA provides OHS training to over 20,000 people each year. The training ranges from specialist short workshops: practical OSH techniques, mandatory statutory training for OHS officers, and employee representatives, and nationally accredited higher education courses including OHS Diploma.
There are moves to introduce the US Ceritified Safety Professional qualification for OHS professionals.
4.2 China - COSHA conducted training courses for several target groups and on different contents, based on OSH legislation request and the enterprises needed. COSHA has run Work Safety Management training courses and 1500 people were trained. Safety assessment personnel training courses and more than 2000 people were trained. New OSH legislations, emergency plans and other training courses and 1000 people were trained.
4.3 Hong Kong SAR, China-OSHC has organized over 200 training courses. There are various types of training courses, that is, conventional or in the classroom on the site perspective, and through the Internet. As for the training for young people, there are currently the training programs for kindergarten and elementary students, in addition to university students. In order to promote the safe behavior, a number of new courses and workshops are being developed.
4.4 Indonesia - There are 3 groupings of training as follows. First, NSHCI has executed a full year program of training activities, covering various topics, either in-house or public courses. Second, the ALPK3, Association of OSH Trainings with 40 providers and programs spread out well over the country on specific topics and for OHSAS or OHSAS certification. Third, training activities organized by the Ministry of Manpower and the related agencies. In addition, it was suggested that training activities, as reported by all member organizations, be compiled, so as to have an overall picture.
4.5 Korea - At the time being, there are 2 processes to train people in industrial profession. First is the direct training by KOSHA headquarters, in which 20,000 people are trained by 68 trainers. Second is the training at each regional training center of all 20 KOSHA branches. The 2 training programmes are provided in 3 different levels. Firstly, the management training will be conducted 400 times for 10,000 people in a year. Secondly, in a supervising level, 18,000 people are trained a year. Lastly, in worker level, multimedia training facilities are used to train in the construction sites. Annually, 95,000 workers are trained in 3,800 times. KOSHA also provided a visual safety experimented program, such as state of art video training program, computer training program, and 3D program, in order to raise awareness of risk in working place. Also we provided the job safety training for construction for 37,000 people per year.
4.6 Malaysia - MSOSH provides a series of training program. For example, the process of green card has been used for the workers in the construction sites. After training, participants are required to pass the test before being granted a green card, which will enable them to work on worksites. The other system, which enables the drivers to drive vehicles after attending a defensive driving course, will be reviewed for each job. Additionally, there are half-day courses such as boiler safety, commuting safety and rehabilitation safety to enhance the safety awareness. Also, Social Security Organization, in conjunction with MSOSH, runs courses for small and medium industry
4.7 Thailand
4.7.1 SHAWPAT provides training for 4 levels of safety officers as approved by the Department of Labor Protection and Welfare, Ministry of Labour. In the past year from January - December, 2005, SHAWPAT has organized a number of training programmes as follows:
13 coursed for safety officers at professional level (856 people),
49 courses for safety officers at executive level (1660 people),
133 courses for safety officers at supervisor level (5102 people),
7 courses for safety officers at basic level (260 people).
A total of 11024 people went through SHAWPAT training program last year. SHAWPAT also promotes safety programs in school and use simple concepts as well as safety bird mascot for OHS education and training of young children materials such as safety bird mascot to promote safety.
Other courses providing training and education in OSH system in Thailand:
9 universities presently giving bachelor and master degree curriculum in OSH area
96 non-compulsory training courses (trained 3646 people)
4.7.2 BNSCT is developing training program in vocational school in cooperation with Ministry of Education
4.8 Japan - JISHA conducted several programmes in each month, which will be presented in various languages such as Thai, Japanese, English, Chinese and Mongolian. JISHA encourages committee members to participate.

5. Matters arising from the last meeting in Bali, Indonesia
5.1 OSH Training: Sharing of Expertise
The meeting agreed that APOSHO website can be a good channel since it is linked to websites of other members.

6. New Matters for Discussion and Consideration
6.1 Programs for fighting HIV/AIDS
Mr. Hadi Topobroto suggests that, with the growing threat of the HIV / AIDS epidemic all over Asian and Pacific countries, APOSHO should encourage member organizations to undertake steps as deemed appropriate in the respective countries, for inclusion of programs for fighting HIV / AIDS, voluntarily integrated in the regular OSH training programs for workers in enterprises.
The meeting discussed this subject from different points of view. It was noted that some countries already has good practice in this area, however, it was agreed that good hygiene for workers should be provided. This issue would be reported to the AGM for further considerations.

6.2 Managing risks against an outbreak of Avian bird flu
Although this matter has been handled by the government of each country, the meeting decided that, for APOSHO members, it is important to promote the awareness and risk of bird flu disease, good hygiene practice in work place, especially those in poultry business on the website, training, or workshop.
