1. Welcoming Remarks
1.1. The Chairman extended a
warm welcome to all APOSHO members, observers and honorary
members, and expressed sincerest appreciation for full cooperation
in making the 15th APOSHO
Conference success. The meeting was called to order.
1.2. The Chairman read the proposed
agenda for the 15th Annual General Meeting, there being
no other comments or objections to the proposed agenda, the
meeting proceeded.
1.3. The Chairman introduced
the representative from International Labour Organization
of Thailand, Ms. Pia Markannen who was invited to the Annual
Meeting.
2. Confirmation of Minutes of the 14th
APOSHO Annual Meeting
2.1. Mr. Jalaludin Yusoff of
NSCS proposed to insert the word Western in the IFAP, Australia
and it should be read now as IFAP, Western Australia.
2.2. Mr. Yusoff also corrected
the typographical error in the article 9.3 of page 6, "cost"
should
be typed as course.
2.3. The Body agreed to confirm
the minutes of last meeting subject to the amendment
as proposed.
3. Report and Recommendations
of the Constitution and Review
Committee:
3.1. The Chairman, in behalf
of the Safety Organization of the Philippines, Inc. (SOPI)
submitted
a proposed talking points for consideration by the constitution
of the Constitution Review Committee
and that is the Promulgation of APOSHO OSH Philosophy to be
enshrined in the preamble
of the APOSHO Constitution.
After adoption of OSH Philosophy, installation of declaration
of APOSHO
principles.
The
rationale of APOSHO OSH Philosophy:
1. To provide unity, organization
stability and to avoid misunderstanding in the future.
2. To serve as basis in the definition
of what is ASIA and PACIFIC
3. To guide membership expansion
growth and development
4. To serve as basis for cooperation
with other regional and global OSH organizations
3.2. Mr. Jalaludin Yusoff proposed
that Honorary Members could be a member of at least
one of the 4 existing committees of the organization.
3.3. There being no other comments
or objections to the amendments of the Constitution
Review Committee, the recommendations were adopted.
4. Report and Recommendations
of the Membership Screening Committee
4.1. The Chairman summarized
the recommendations which were unanimously agreed
by the Membership Screening Committee. The organization agreed
to the following
recommendations:
a) To defer the applications from the Department of Labour,
Nepal, the Pakistan Labour
Federation, and the Institution of Occupational Safety and
Health of England, these organizations
were encouraged to actively pursue the membership application
with full documentation
to be submitted to the 16th APOSHO Annual Meeting at Mauritius.
b) Mr. Masayuki Nomiyama former President of JISHA be accepted
as Honorary Member.
Mr. Tadashi Shiiya, president of JISHA expressed his sincerest
appreciation in behalf of
Mr. Nomiyama for being accepted as Honorary Member.
c) Mr. James Whiting former CEO of NSC, Australia be accepted
as Honorary Member.
Mr. Whiting expressed appreciation and feel honored to be
accepted as Honorary Member
and he assured the organization that he will continue to contribute
in the development of APOSHO.
5. Report and Recommendations
of the OHSMS Committee
5.1. The Chairman asked the
OHSMS Committee Chairman Jim Whiting to present the report
with the following recommendations:
a) to continue with the development and dissemination of
APOSHO Standard on Occupational
Safety and Health.
5.2. A suggestion to expand
the membership of the committee for the wider participation
of
as many organizations who want to join the APOSHO committee.
5.3. A request for Mr. Jim Whiting
to continue chairmanship of OHSMS Committee even if
he was confirmed as an Honorary Member.
Mr. Whiting was honored to accept the request.
6. Report and Recommendations
of the Technical Committee
6.1. The Chairman asked Mr.
Dong-Chul Seo of KISCO to present the report:
a) Mr. Seo in behalf of KISCO, announced that KISCO would
be renamed to Korea
Occupational Safety and Health Agency(KOSHA) starting January
01, 2000.
b) KOSHA is proud to announce the newly designed APOSHO
Homepage for the development
of Occupational Safety and Health in the Asia Pacific and
for the member organizations
to exchange ideas and information with each other.
c) Mr. Kris Kaunhye of IOSHM, Mauritius suggested to KOSHA
to ask the APOSHO member
organizations especially those without their own homepage
address to submit at least
one page of information of their organization.
7. Report and Recommendations of the
Technical Coordinator
7.1. Mr. Jalaluidn Yusoff was
requested by the Chairman to present the report. The Meeting
agreed to adopt the report as tabled and expressed their appreciation
for his continuing support
and great contributions to the organization.
7.2. Mr. Jim Whiting suggested
to change the position's name to Honorary Secretary General
and make the position permanent.

8. Decision on Next Host Organizations
8.1. Venues for the 2000 and
2001 APOSHO Annual Meetings were decided on Mauritius and
Taiwan respectively.
8.2. The venue for 2002 APOSHO
Annual Meeting was agreed on Vietnam.
The decision was applauded by the Meeting.
9. Question Session on Activity
Report of Each Member Organization
9.1. The Chairman asked representative
of each organizations to give a brief report on their
activity report.
9.2. Mr. Chaiyuth Chavalitnitikul
of The Safety and Health at Work Promotion Association of
Thailand
extended the invitation to the APEC Conference on Safety and
Productivity in Small Medium Sized
Enterprises to be held in Thailand on November 22-24, 1999
9.3. The Chairman also gave opportunity
to the invited guest and Honorary members to give
their observations / comments:
a) Ms. Pia Markannen of ILO, Thailand was delighted to the
APOSHO Organizing Committee
for making her part of the Annual General Meeting and also
congratulated KOSHA for creating
a databank for APOSHO. This homepage could be the link of
exchanging ideas and information
between the APOSHO and ILO.
b) Mr. Chi Ming Law suggested that every member organizations
should be given ample time
to prepare for the APOSHO.
c) Mr. Wang Winghou congratulated the Chairman for the success
of the APOSHO 15 and
expressed sincerest appreciation to his co-Honorary Members
for continuing contributions
to the organization.
d) Mr. Oscar Yu expressed delight in witnessing such encouraging
development of the APOSHO.
10. Closing Ceremony with Handover
of APOSHO Flag and Memento to the Host of Next APOSHO
Annual Meeting
10.1. The Chairman presented
the APOSHO flag to Mr. Kris Kaunhye of IOSHM, chairman of
2000
Annual Meeting.
10.2. On behalf of IOSHM, Mr.
Kris Kaunhye expressed pleasure and honor for being the host
for the
16th APOSHO Conference on April 24-27, 2000. He extended invitation
to all members to come
to Mauritius and presented a short film showing to encourage
and see for themselves the beauty
of their country.
11. Other Business
11.1. The Chairman asked everybody
to offer one minute silence for APOSHO Honorary Member
Dr. Soekarno(HK 97) who passed away last April 1999.
11.2. The Honorary Secretary
General called the attention of the Chairman to liik back
at the last article
on The Constitution of APOSHO, Industrial Safety and Health
Association of ROC should be wrote
as Industrial Safety and Health Association of Taiwan.
11.3. Mr. John Merritt proposed
to create Education and Training Committee.

volunteer to be the Coordinator of the said
Committee with Thailand, Hong Kong, Korea, Malaysia and Indonesia
as Members.
11.4. The Chairman expressed
appreciation to all members for making the Meeting a great
success.
There being no further business, the Chairman closed the 15th
APOSHO Annual Meeting and asked
the members to gather for a commemorative picture.
